MISSION 
WMRC is a public social service establishment committed to ensuring that individuals within its jurisdiction with an intellectual disability or autism spectrum disorder and their families receive a wide range of services within community-based settings on a timely basis.
 
WMRC promotes full inclusion and self-determination by offering these individuals the support and expertise needed to maximize their potential and ensure quality of life. Its programs encourage, facilitate and promote the participation of users in the life of their community.

MUTUAL RESPECT
We base our actions on integrity, understanding and flexibility.

Every person has the right to be respected. The individual’s dignity, autonomy and privacy must be protect and confidentiality ensured.

Every person has the right to express himself/herself by all available means, to be listened to and to receive a response that inspires trust.

Every person has the right to his/her culture, beliefs and sexuality, without discrimination.

Every person has the right to access information contained in his/her personal file and the right to involve his/her family or representative involved in decisions concerning his/her wellbeing.

MANDATE 
The Law on Health and Social Services defines West Montreal Readaptation Centre (WMRC) as a rehabilitation centre for people with an intellectual disability. 
 
The mission of a rehabilitation centre is to offer habilitation, rehabilitation and social integration services to people who, by reason of their intellectual disability, require such services, as well as people to accompany them, and support services for their families and friends.

To that end, every centre shall receive, upon referral, people with an intellectual disability. It shall ensure that their needs are assessed and that required services are offered to them, and that they are referred, as soon as possible, to the centres, organizations or persons best suited to assist them.
 
Services may be offered at WMRC facilities or within the person’s own environment, at school, at work, at home, or wherever necessary.
 
The Ministry has also conferred upon the establishment the mandate to offer services to people with pervasive developmental disorders/autism spectrum disorders.  This mandate is implemented through the provision of a separate budget to be used exclusively for this purpose.
 
WMRC actively endorses the ministerial orientation on services to people with an intellectual disability entitled De l’intégration sociale à la participation sociale: Politique de soutien aux personnes présentant une déficience intellectuelle, à leur famille et aux autres proches.  In this regard, WMRC programs encourage, facilitate, and promote the participation of its users in the daily social life of their community.
